HS2 searches for commissioner to investigate complaints

HS2 Ltd is on the lookout for an independent construction commissioner responsible for investigating any issues that may arise during the project’s development from 2017.

The new role is designed to ensure any unresolved complaints are investigated “impartially” and “mediated fairly”, particularly considering the project’s complex construction phase must be managed extremely carefully.

The commissioner will take the lead on any independent investigations during or subsequent to construction, as well as reassure the wider public that any disputes left unresolved through the normal corporate complaints process can still be mediated.

The company’s managing director of construction, Jim Crawford, said: “We want to be a good neighbour throughout the time we build this vital new rail network. A Code of Construction Practice will also be put in place as we look to minimise disruption to local residents and businesses.

“But if there are any problems we want people to be reassured that there is an independent commissioner they can look to for additional help.”

Design consultants have also recently been appointed to steer the project’s structural design and environmental services on the route between Birmingham and Crewe, as well as to create a second hybrid bill to bring the high-speed line further up north.

The company is also still searching for a design partner to work alongside its director of built environment, Kate Hall, in establishing communication and design training programmes.

How can a complaints handler - big expensive title -commissioner be independent of HS2 when HS2 is his employer. What does HS2 think it is a supernational government.
