HS2 construction bid partnership appoints new MD

One of the partnerships bidding for the HS2 civil engineering contracts has appointed a new managing director to oversee its bid.

David Blackburn, managing director of major projects at GallifordTry Infrastructure Ltd, will lead the Momentum Infrastructure consortium.

Momentum, a partnership between GallifordTry, Dragados S.A. and HOCHTIEF Infrastructure GmbH, is one of nine shortlisted bidders for the HS2 civil engineering contracts.

Sally Cox, main board director of Momentum Infrastructure, said: “David comes with a great pedigree and he will be an excellent addition to an already strong team.

“He is highly respected within the professional community and brings great knowledge and experience of our industry, the needs of our clients and in the delivery of strong results.”

Blackburn previously worked for two years as a project director at Leighton Contractors, where he was responsible for the $3bn Sydney Metro NW OTS project.

Before that, he worked as a managing director and operations director for Skanska, which provided a number of major contracts for HS1.

Momentum is bidding for up to four of the seven HS2 contracts available, which cover different packages of the proposed high-speed route and are worth up to £11.8bn.

The HS2 Bill is due to pass through the House of Lords this year, although there have been warnings that the scheme is already behind schedule and could be delayed or cancelled because of the UK’s decision to leave the EU. However, the PM said recently she is ‘fully committed’ to HS2.
