Under the assumptions
The NAO report published today highlights several key criticisms of the DfT’s planning and presentation of the business case for HS2.
Confusion remains around the strategic push for the new line, and errors in the business case calculations have shaken the project’s credibility. Data underlying assumptions for HS2 must be updated, and a transparent discussion around the need for the line should be pushed forwards if the project is to succeed.
Any large investment such as HS2 must provide economic justification, and there is simply not enough evidence available on the benefits it would bring, particularly for regional economic regeneration.
