What a way to run a railway

If you have an impractical system, you can expect it to go wrong. There are still occasional railways which own both tracks and trains; they pay their own running costs from revenue, but if new capital works are needed, grants can be available because of the social benefits of the railway.
This is much the same as the buses having to pay their own way, but Government paying for the capital costs of roads. Could this be a model for use on a larger scale?
