PwC economist joins Hansford Review panel
Respected economist Daniel Hanson has today been appointed to the Hansford Review panel.
The investigation, being led by Professor Peter Hansford, is examining contestability in the UK rail market and looking into options for third-party investment and infrastructure delivery on the national rail network.
Hanson is head of strategy, economics and policy work in the transport sector at consultancy PwC. He brings with him a high level of experience in the economic appraisal of major transport projects and a wide knowledge of the role of third-party investment in delivering enhanced infrastructure.
Most recently, he was one of the architects of the regulatory framework behind HS1 and is advising on the regulation of, and access charge framework for, Crossrail.
He is also experienced with competition, regulation and dispute regulation, skills that complement the talents of the six existing panel members, who are:
- Alistair Gordon – CEO, Keolis
- Andy Milner – CEO, Amey
- John Smith – managing director, GB Railfreight
- Matthew Symes – partner, Concerto
- Mike Gerrard – independent expert
- Zara Lamont – performance improvement director, Carillion
Prof Hansford said: “I’m delighted to welcome Daniel as a member of the Hansford Review panel. Daniel has already been able to inform our thinking, playing an active part in the review of evidence and data by panel members that took place just before Easter.
“His expertise in economics will be particularly important as we move into the final stages of this Review.”
Today’s appointment follows chairman of Network Rail Peter Hendy calling on the industry to get behind the review that hopes to create an environment to encourage sustainable third-party investment in rail.
The review is preparing to report its findings to Network Rail’s Board by the end of May 2017.
