Former Amtrak president appointed chair of Network Rail Consulting’s American branch

Network Rail Consulting has announced the appointment of a former Amtrak president and chief executive as chair of its North American business.

Thomas Downs will join the body, which acts as an international ambassador for the British railway industry, as a non-executive director and chair of Network Rail Consulting Inc.

He has previously worked as an executive assistant to the US secretary of transportation and chair of the Washington Metropolitan Area Transport Authority.

Downs said: “I am excited and privileged to serve on the board of an organization that has a global reputation for safety and effective management of rail capital and infrastructure that is second to none."

Network Rail Consulting is part of a consortium delivering the first phase of California’s new high-speed rail project.

Nigel Ash, managing director of Network Rail Consulting, said: “Tom’s leadership experience in the US rail market will offer a fresh perspective and serve to strengthen our position in North America.”
