Safeguards set out for devolution of London rail franchising
Devolution must include safeguards to protect passengers’ interests, London TravelWatch has urged.
If responsibility for rail services is devolved to the Mayor of London, any decisions about the operation of the railway must treat passengers fairly, the campaign group states.
London TravelWatch has published nine safeguards, including evenhandedness in track access, inter-availability of ordinary tickets over common routes irrespective of operator, a commitment to work with other operators to provide information to passengers and to ensure transparency of data.
In a statement TravelWatch said: “London’s railways are used by people making a wide range of journeys, both locally and longer distance.
“Any decisions about the operation of the railway must treat passengers fairly, regardless of where they are travelling, and not just be based on the political leadership of the sponsoring authority.”
