Arcadis Secures Key Role on TfL’s PSF3 Framework to Drive Major Transport Programmes

Arcadis has strengthened its long-standing partnership with Transport for London (TfL) after being successfully appointed to the organisation’s Professional Services Framework 3 (PSF3) — a major multi-year programme set to underpin the capital’s most complex transport schemes.

The global design, engineering and consultancy firm has secured positions across four specialist lots within the framework, enabling it to support TfL with critical programme delivery services. These include:

  • A3 – Risk & Opportunity Management
  • A4 – Project & Programme Assurance
  • A5 – Planning and Scheduling
  • B2 – Procurement

The framework, which commenced on 20 April 2026, will run for an initial three-year period, with the option to extend for a further year. PSF3 replaces TfL’s previous professional services framework and will support multiple directorates across the organisation, covering disciplines such as programme management, governance, and commercial services.

Strengthening a Strategic Relationship

Arcadis’ appointment reflects its continued role as a trusted delivery partner to TfL, bringing together expertise in commercial strategy, programme assurance and risk management. As one of a number of appointed suppliers, the company will contribute to improving delivery certainty across London’s increasingly complex infrastructure pipeline.

The consultancy’s remit under PSF3 will focus on enabling TfL to plan, govern and execute major transport programmes efficiently, while ensuring value for money and long-term operational resilience.

Proven Delivery Track Record

Arcadis brings significant experience from working across TfL’s estate, including rail, highways, stations, depots and property-led developments. Its involvement has spanned a wide range of services — from programme and commercial management to procurement support and scheduling.

Notable projects in its portfolio include major schemes such as:

  • Step-Free Access upgrades across the network
  • Elephant and Castle Station Capacity Upgrade
  • Piccadilly Line Upgrade
  • Northern Line Extension
  • Beckton Maintenance Facility development

Through these programmes, Arcadis has supported TfL in managing complex stakeholder environments, improving programme assurance, and enabling data-driven investment decisions.

With London continuing to invest heavily in its transport infrastructure, the PSF3 framework is expected to play a vital role in strengthening programme governance and delivery discipline. Arcadis will leverage its multidisciplinary expertise and knowledge of TfL’s operating environment to contribute to more resilient, customer-focused transport outcomes.
