FirstGroup Wins £3bn London Overground Deal

FirstGroup plc has been named the preferred operator for the London Overground suburban rail network by Transport for London (TfL), acting through its subsidiary Rail for London Limited. The announcement marks a significant milestone for the Group as it strengthens its position in the UK rail sector.

Under the agreement, First Rail London Limited (FRLL), a FirstGroup subsidiary, will take over operations from 3 May 2026. The contract runs for an initial eight-year term, with TfL holding an option to extend for up to two additional years. Valued at approximately £3 billion, the deal underscores TfL’s commitment to maintaining high standards of service while retaining revenue risk and specifying service levels.

FRLL will be responsible for delivering train services, managing stations, and overseeing operational performance, customer service, and ticketless travel. The partnership aims to enhance the passenger experience and operational efficiency across the network.

Key Improvements Under the New Contract

The agreement sets out several enhancements for London Overground passengers, including:

  • Increased services on the Mildmay and Windrush lines.
  • Support for TfL’s Vision Zero safety commitments.
  • Collaboration with Network Rail, Alstom, and other partners to maintain high performance and passenger satisfaction.
  • Investment in customer experience through improved information systems, colleague training, enhanced security, and better communication.
  • Continued work with stakeholders to improve accessibility across the network.

Sustainability remains central to FirstGroup’s strategy. With London Overground’s electric fleet, the operator will implement initiatives to reduce environmental impact and improve air quality, aligning with TfL’s goal of a 90% reduction in Scope 1 and 2 emissions by 2030.
