Sir John Kingman

Sir John Kingman Appointed First Chair of Great British Railways

The Government has appointed Sir John Kingman as the first Chair of Great British Railways (GBR), marking a significant milestone in the programme to bring Britain's railways back under public control.

Sir John takes up the role immediately and will play a central part in shaping the new organisation as the Railways Bill continues its progress through Parliament. His initial focus will be on guiding the integration of train and track operations, preparing the industry for transition and helping establish a more unified railway system.

Once formally established, GBR will become the third-largest public sector organisation in the UK, bringing together rail infrastructure and train operations under a single strategic body designed to improve performance, accountability and customer experience.

Sir John arrives with extensive experience from both the public and private sectors. He currently serves as Chair of Barclays UK PLC and has previously chaired Legal & General Group PLC and Tesco Personal Finance. His background in leading large, customer-focused organisations is expected to play a key role in delivering the passenger-focused railway the Government is seeking to create.

His public sector credentials are equally significant. During his time as Second Permanent Secretary at HM Treasury, Sir John helped lead the Government's response to the global financial crisis, including the nationalisation of Northern Rock. He also played a role in negotiating Greater Manchester's landmark devolution agreement. Later, as the first Chair of UK Research and Innovation, he oversaw approximately £8 billion of annual science funding.

Focus on Passengers and Performance

The appointment comes as the Government continues to advance its rail reform agenda, with ministers arguing that a publicly owned railway will place passengers and customers ahead of shareholder interests.

The announcement follows confirmation that GBR's headquarters will be located at Becketwell in Derby, bringing hundreds of rail industry jobs to the city and providing a projected £151 million economic boost to the local area.

Secretary of State for Transport Heidi Alexander said:

"Sir John Kingman's appointment marks a defining moment in our mission to put passengers first and rebuild Britain's railways.

"His exceptional record across government and industry makes him precisely the leader we need to steer Great British Railways through this landmark transformation.

"I look forward to working with him as we deliver a more reliable railway that this country can be proud of."

Sir John Kingman, Chair of Great British Railways said:

"The opportunity to lead Great British Railways is one I could not let pass. It is a privilege to be involved in rail's next chapter making sure that public ownership of the railways delivers change that people can see.

"I want to help to build a simpler, more unified railway that puts the interests of the passengers and customers first, supports growth and creates opportunity across the country."

The Government says passengers are already beginning to see the benefits of increased public ownership ahead of GBR's launch. Ministers point to improving operator performance, a fares freeze introduced this year and the addition of 76,000 extra seats per week across publicly operated services.

Richard George, Chair of Network Rail, said:

"I'm delighted to welcome John to the railway at such a pivotal point in our transformation. There is already a huge amount of work underway to bring track and train closer together and create a railway that works better for passengers, freight customers and taxpayers.

"I look forward to working closely with John as we build on that progress and turn the ambition for Great British Railways into reality."

Sir Andrew Haines, Chair of DFTO, said:

"I am delighted to welcome John to the railway. His extensive experience, from senior leadership roles in government to chairing some of the UK's most significant institutions and businesses, will be invaluable as we continue the transformation necessary to establish Great British Railways.

"John's expertise and leadership will help us build a more integrated, customer-focused railway that delivers better outcomes for all, and I very much look forward to working with him."

Sir John King's appointment represents one of the most important developments in the creation of Great British Railways since the concept was first proposed. His role will be critical in overseeing the industry's transition towards a simplified rail structure that aims to deliver improved reliability, stronger accountability and a more consistent passenger experience across the national network.

With the Railways Bill progressing through Parliament and GBR's headquarters now confirmed in Derby, the appointment signals that rail reform is moving decisively from policy design into implementation.
