David McKenna speaking at TransCityRail South 2026

TfL outlines major renewal challenges for London Underground and Elizabeth Line

Transport for London's commitment to delivering a safer, greener and more reliable railway network was brought into sharp focus at TransCityRail South 2026, where delegates gained valuable insights into the complex world of asset renewal across the London Underground and Elizabeth Line.

Speaking at the event, David McKenna, Lead Sponsor for London Underground and Elizabeth Line Renewals at Transport for London (TfL), outlined the scale of the challenge facing the capital's transport authority as it seeks to modernise ageing infrastructure while operating under significant financial constraints.

Setting out TfL's long-term ambition, McKenna highlighted the organisation's vision to become a "strong green heartbeat for London." Central to that strategy is an ambitious target for 80% of all journeys across the capital to be made by walking, cycling or public transport by 2041. However, with the current mode share standing at 63.5%, considerable investment and transformation will be required to bridge the gap.

Safety and reliability remain the driving forces behind every renewal programme, McKenna explained, given the critical role the network plays in supporting millions of passenger journeys every day.

One of the most significant obstacles facing TfL is its funding model, which often prioritises immediate operational demands ahead of long-term asset planning. As a result, many assets are required to remain in service well beyond their original design life, creating additional pressures for engineers, maintenance teams and planners.

McKenna emphasised that effective asset management relies on robust data, condition monitoring and close collaboration with front-line maintenance teams. These insights allow TfL to make informed decisions about where investment can deliver the greatest improvements in safety, reliability and performance.

Delegates also heard about several recent renewal projects that are already delivering benefits across the network. These include the ongoing refurbishment of Central Line rolling stock and upgrades to station facilities designed to improve both passenger experience and operational efficiency.

Alongside improving reliability, many of these schemes are supporting TfL's wider sustainability ambitions. The introduction of LED lighting, modernised train systems and more efficient infrastructure is helping to reduce maintenance requirements, lower operating costs and cut carbon emissions.

Addressing the challenge of ageing infrastructure, McKenna stressed the growing importance of innovation and emerging technologies in helping TfL maintain high levels of service while extending asset life and managing limited resources effectively.

The session concluded with a look towards the future, including discussions around the potential extension of the Elizabeth Line and the ongoing need for sustainable, long-term funding to support major infrastructure renewal programmes across London's transport network.

As passenger demand continues to evolve and infrastructure ages, TfL's ability to balance investment, innovation and operational resilience will remain critical to delivering the transport services that London depends on.
