Scotland sets out major transport commitments for 2026–27 with rail investment, accessibility improvements and climate action at the core

Transport Scotland has published its Fifth Delivery Plan for the National Transport Strategy (NTS), outlining a packed programme of rail upgrades, decarbonisation projects and regional transport investment for 2026–27. The document, which follows the previous plan released in December 2024, sets out how more than £4.3bn of transport spending will support the Scottish Government’s ambitions for a sustainable, inclusive, accessible and future‑proofed transport system.

The new delivery plan marks significant progress across rail, bus, ferry, roads and active travel, while reaffirming Scotland’s commitment to net zero by 2045. It also places strong emphasis on reducing inequalities, supporting inclusive economic growth, and improving health and wellbeing through safer and more accessible travel.

Major investment in rail modernisation and accessibility

Rail is one of the biggest beneficiaries of the plan, with more than £1.6bn committed for 2026–27. Key projects include new battery-electric trains for the Fife and Borders lines, continued work on the Haymarket–Dalmeny upgrade, East Kilbride electrification entering service, and fleet replacement programmes through Rail Recharged. The Caledonian Sleeper’s timetable has also been refreshed, adding Birmingham International as the first new calling point in 30 years.

Scotland will also progress Control Period 7 (2024–29) accessibility upgrades through Access for All, with work already underway at Dunkeld & Birnam. Efforts to integrate ticketing continue through the National Smart Ticketing Advisory Board, with secondary legislation due in 2026 to modernise Scotland’s approach to multi-operator and multi‑modal travel.

 

 

Reducing inequalities: cheaper, fairer and more integrated travel

The plan highlights a series of measures introduced since 2024 aimed at making transport more affordable. These include:

  • Permanent removal of peak ScotRail fares
  • A year-long freeze on rail fares from April 2026
