Publicly Owned Train Operators Drive Major Fleet Renewal Across UK Rail

Publicly owned train operators across the UK are spearheading ambitious investment programmes to transform rail travel for millions of passengers. These initiatives signal a long-term commitment to reliability, sustainability, and customer experience.

Northern Leads with Landmark Fleet Expansion
Northern has unveiled one of the most significant fleet renewal plans in recent history, announcing its intention to procure up to 450 new trains—around 1,000 carriages. This bold move will replace aging rolling stock and deliver a modern, comfortable experience for passengers across the North of England. The new trains will prioritise accessibility, cutting-edge onboard technology, and greener operations, setting a new benchmark for regional rail travel.

TransPennine Express Advances Procurement for Next-Generation Trains
TransPennine Express (TPE) is progressing with its procurement of up to 55 new trains (approximately 330 carriages), having issued an Invitation to Negotiate (ITN) to five shortlisted bidders in 2024. The core order of 29 trains is integral to unlocking the benefits of the £11bn Transpennine Route Upgrade, funded by the Department for Transport. A preferred bidder is expected to be announced in summer 2026.

TPE also marked the sixth anniversary of its Nova fleet, which has revolutionised intercity travel across the North and into Scotland. Nova trains have delivered enhanced comfort and capacity, becoming a cornerstone of TPE’s customer-focused service.

LNER Introduces UK’s First Tri-Mode Long-Distance Trains
On the East Coast Main Line, LNER is preparing to roll out ten tri-mode trains (100 carriages)—the first of their kind in the UK. Operating on electric, battery, and diesel power, these trains will offer greater flexibility and environmental benefits. This investment supports LNER’s mission to deliver faster, greener, and more reliable services while reducing carbon emissions and improving connectivity.

Southeastern Embarks on Largest Investment Since Highspeed Launch
Southeastern is planning its most significant upgrade since highspeed services began in 2009, with an ITN issued for up to 640 new carriages (plus potential follow-on options). These trains will serve routes to London terminals and key destinations across south east London and Kent, including Dartford, Sevenoaks, Grove Park, and Gillingham.

The new fleet will prioritise level boarding, improved accessibility, and resilience, with battery technology enabling operations during power supply failures—boosting safety and reliability across the network.

South Western Railway’s Arterio Fleet in Full Swing
South Western Railway continues to expand its modern fleet, with 29 Arterio trains now operating 376 weekday services across all 96 stations on its suburban network.

Government Endorsement for Ambitious Upgrades
Rail Minister Lord Hendy praised the scale and ambition of these programmes, stating:

“Investing in new trains is vital for a successful, modern and reliable rail network and it’s great to see publicly owned operators delivering ambitious fleet upgrades that put passengers first."

“Alongside the creation of Great British Railways, these programmes will bring more comfortable, accessible and sustainable journeys for millions of passengers and help deliver countless benefits.
