RSSB appoints Alexander Moor as Chief Product and Technology Officer

The Rail Safety and Standards Board (RSSB) has appointed Alexander Moor as its new Chief Product and Technology Officer (CPTO), effective immediately, strengthening the organisation’s focus on digital capability and product-led innovation across Britain’s rail network.

In his new role, Moor will take responsibility for RSSB’s product strategy and digital capability, leading the development and delivery of tools and services that support rail safety, efficiency and operational performance. He joins RSSB’s Executive Committee and will report directly to Chief Executive Officer Mark Phillips.

Moor has been part of RSSB since 2012 and has played a central role in building and scaling the organisation’s digital and data capability. Under his technical leadership, RSSB has delivered a growing portfolio of digital products used widely across the industry, including the Safety, Health and Sustainability Insights platform. These tools integrate complex datasets to support better decision-making by operators, safety leaders and stakeholders across the GB rail network.

During his tenure, Moor has also led RSSB’s achievement of ISO 27001 accreditation, introduced AI‑enabled capabilities to help users extract insight from safety event data, and established a high‑performing technology team with a strong focus on innovation and customer value.

The appointment underlines RSSB’s strategic intent to place digital, data and product development at the heart of its offer to the rail industry, supporting operators, infrastructure managers, the supply chain and government.

Mark Phillips, RSSB Chief Executive Officer, said:

“Alex has been at the heart of building RSSB’s digital capability for over a decade, and few people understand better what our products need to do and what it takes to deliver them. His technical expertise is matched by a deep commitment to RSSB’s purpose and a real understanding of the industry we serve. I am delighted that he is taking on this role, and I have every confidence he will lead our product and digital agenda with exactly the ambition and rigour the moment demands.”

Alexander Moor said:

“I'm proud and excited to take on this role. I’ve helped build RSSB’s digital capability from an early stage, and I'm committed to seeing it reach its full potential. There's a real opportunity for us to grow RSSB's impact through products that solve genuine problems for our customers and are embraced across the industry. I'm looking forward to working with colleagues and partners to make that happen.”
