AtkinsRéalis has secured a £98.5 million contract from Network Rail to deliver a major upgrade of signalling and telecommunications systems across the Wessex Route, as part of the Havant Relock & Re-control project.
The three‑year programme—delivered by an integrated Network Rail–AtkinsRéalis project team—covers 43km of railway near Portsmouth, spanning 11 stations, 10 interlockings, four level crossings, and associated power and telecoms assets. The investment will replace life‑expired systems and aims to deliver a significant reduction in signalling‑related delays, boosting reliability for both passengers and freight operators.

A Key Part of the South Western Railway & Network Rail Wessex Investment Plan
The Wessex Route—linking London with Portsmouth and Southampton—is one of Britain’s most economically strategic corridors, serving major ports and industrial hubs. It forms a central component of the £2 billion modernisation programme being delivered between 2024 and 2029 to enhance rail performance across the South West.
Recontrol to the Basingstoke ROC
The project will migrate control from the Havant Area Signalling Centre to the Basingstoke Regional Operating Centre (ROC). Engineering, procurement and construction phases have already begun, with the programme being delivered through the Southern Integrated Delivery (SID) model under the Southern Renewals Enterprise (SRE).
The contract was awarded via Network Rail’s £4 billion Train Control Systems Framework, for which AtkinsRéalis secured a position in September 2024.
