Making the case for continued investment in rail freight

Terri Kelly, Service Delivery Manager at Nuclear Transport Solutions, used her keynote speech at TransCityRail Scotland 2025 to make a compelling case for the continued investment in rail freight in Scotland.

Terri opened her keynote by highlighting the importance of rail freight in supporting Scotland's energy needs, particularly in the context of the nuclear industry. NTS is a key player in transporting nuclear materials safely and efficiently, and their operations extend to moving consumer goods and aggregates. With the UK's largest environmental restoration programme underway, the role of rail logistics has never been more critical.

One of the enlightening points from the keynote was the discussion around the recent activities at Hunterston, where NTS completed the defueling of reactors, moving 200 trains worth of spent fuel. This operation not only supports the decommissioning efforts but also showcases the efficiency and reliability of rail transport in handling complex logistics challenges.

Terri also touched upon the exciting potential for growth in the rail freight sector, particularly with the establishment of new rail freight terminals like the one at Blackford. This terminal, dedicated to moving Highland Spring water, has already removed thousands of HGVs from the roads and significantly reduced CO2 emissions. Such initiatives are crucial in the fight against climate change and align with the broader sustainability goals of the industry.

Another key topic of discussion was the feasibility studies that are being conducted for potential investment opportunities at Rosyth, which could act as a catalyst for further development and collaboration among stakeholders in the area. By re-establishing rail connections, NTS aims to unlock jobs, enhance competitiveness, and drive sustainable practices within the community.

The case for investment in rail freight is clear: it not only supports economic growth but also provides a more environmentally friendly alternative to road transport. As Terri aptly stated, 'If we open up Rosyth again, it brings new opportunities.' The collaborative spirit within the industry is essential for driving innovation and ensuring that rail freight remains a viable option for transporting goods across Scotland.

Commenting on those benefits, Terri said:

“It unlocked jobs and growth at Rosyth, and across Scotland. (It can also) increase freight utilisation, reduce HGV impact and support industrial strategy ambitions.

“Also, it positions the port as multimodal hub, enhances competitiveness and  sustainability. ​​If we provide integrated rail solutions there, it drives up the value,  and just really opens the doors to what is possible for freight in Scotland.”

Overall, the keynote was a powerful reminder of the vital role that rail freight plays in our economy and environment. As we look to the future, the call for investment and collaboration in this sector is more important than ever.
