ScotRail has confirmed a major fleet modernisation programme that will see its Inter7City High Speed Trains (HSTs) replaced by refurbished Class 222 units from 2027 onwards. The decision follows a successful procurement process and marks a significant step in improving reliability, accessibility, and sustainability on Scotland’s core intercity routes.
Following competitive tendering, a contract has been awarded to Beacon for the supply of 22 Class 222s, with Alstom appointed to deliver technical support, spares provision, and a long-term maintenance package. The trains will undergo a substantial £80 million refurbishment, supported by £67 million of Scottish Government investment, before entering service.
End of the HST Era
The new fleet will replace ScotRail’s HSTs, which currently operate on intercity routes linking Glasgow, Edinburgh, Aberdeen, and Inverness. Although popular with customers since joining the network in 2018, the HSTs are the oldest trains in ScotRail’s fleet and increasingly challenging to operate and maintain at a reliable standard.
The enhanced Class 222s will begin entering service in late 2027, with full introduction expected by the end of 2028. The final HST is planned to leave service by December 2028.

Comprehensive Modernisation Programme
Alstom’s refurbishment programme will ensure the Class 222s meet modern intercity expectations and deliver a significantly improved working environment for operational staff. The overhaul package includes:
- Full exterior repaint and refreshed ScotRail livery
- Interior refurbishment with new carpets and complete repaint
- New passenger information system with multimedia screens
- Upgraded Wi-Fi with Low Earth Orbit satellite connectivity and VOIP calling
- Family‑friendly area with space for unfolded pushchairs
- Wheelchair spaces in First Class and two areas in Standard Class
- Storage for six bicycles
- New electronic seat reservation system
- New CCTV system to enhance customer and staff safety
- Intelligent Engine Start Stop technology to reduce emissions
- New First and Standard Class seating with plug sockets and USB‑A / USB‑C charging
- Enhanced catering facilities for at‑seat and trolley service
- Reconfigured layout improving window alignment and luggage space
Six units will be delivered ahead of refurbishment in early 2027 to support a nine‑month staff training programme.
Under a new 10‑year agreement valued at around £250 million, ScotRail will maintain the fleet with support from Alstom, which will provide technical expertise, component supply, and heavy maintenance.
Joanne Maguire, ScotRail Managing Director, said:
“This is fantastic news for our customers and our staff, as we continue to work towards delivering a safe, green, and reliable railway.
“More modern trains are a significant factor in encouraging more people to leave the car at home and travel by rail, and this investment will deliver a considerable improvement in the journey experience.
“Introducing fully refurbished trains ensures customers will see immediate benefits, with enhancements in comfort, accessibility, and reliability.
“We are looking forward to working with our partners and the Scottish Government in the coming weeks and months as we begin the refurbishment programme and get set to welcome this fleet to ScotRail.”
