Infrastructure solutions specialist Costain has been appointed to Transport for London’s (TfL) Infrastructure Improvement Framework, strengthening its long-standing delivery partnership across the capital.
The multi-disciplinary framework — spanning both design and construction — is set to support a pipeline of major upgrade projects across London. Key schemes expected to be delivered through the framework include improvement works at South Kensington Tube station and projects advancing TfL’s step-free access programme, a central pillar in improving network accessibility.
Costain is one of three suppliers selected for the framework, which has an estimated total value of £700 million. Contracts will be allocated over an initial two-year period, with an option to extend for a further two years.
Delivering Complex Transport Infrastructure
Under the agreement, Costain will deliver a comprehensive suite of services, including:
- Design and engineering
- Programme and project delivery
- Supply chain management
The company will leverage its extensive cross-sector experience in complex transport infrastructure, positioning it to play a key role in modernising London’s network.
The framework builds on Costain’s established relationship with TfL, where it has already delivered significant upgrades, including the refurbishment of the A40 Westway — one of the capital’s busiest arterial routes. That project incorporated Costain’s “production thinking” approach, combining modern methods of construction with advanced digital technologies to improve efficiency and outcomes.
Strengthening a Long-Term Partnership
The latest award marks a continued expansion of Costain’s presence in London’s transport sector, reinforcing its role as a trusted delivery partner.
Alex Vaughan, Chief Executive at Costain, commented:
“We are a trusted, long-term partner of Transport for London, and our growing relationship with this important customer is testament to our proven track record in delivering best-in-class infrastructure services across the capital.
“Upgrading London’s transport network is critical for a more prosperous, resilient and decarbonised UK.”
“We look forward to bringing our capabilities in engineering, design and construction to deliver high-impact projects on time and on budget, underpinning London’s growth for future generations.”
Supporting London’s Growth and Accessibility Goals
The framework is expected to play a crucial role in supporting network resilience, passenger accessibility and decarbonisation ambitions, aligning with TfL’s wider strategy to future-proof London’s transport infrastructure.
For industry professionals — particularly those working across rail, urban mobility and infrastructure upgrade programmes — this appointment highlights continued investment in capital projects and the growing importance of integrated delivery models that combine engineering innovation with programme certainty.
