Transport Infrastructure Ireland (TII), acting on behalf of MetroLink, has formally launched the procurement process for one of the most significant public transport contracts ever undertaken in Ireland, inviting prospective bidders to participate in the first stage of a Public Private Partnership (PPP) competition.
The contract, known as the M500 PPP, will be delivered as an availability‑based Design, Build, Finance, Operate and Maintain (DBFOM) arrangement and will be awarded to a single consortium. The successful bidder will be responsible for delivering key railway systems and assets, alongside the integrated operation and maintenance of the MetroLink passenger service, over a 25‑year operating period.
While the PPP scope is extensive, it does not include major civil engineering works, such as tunnelling or enabling works. These elements form part of the wider MetroLink programme and are being procured separately through non‑PPP routes.
As part of today’s announcement, TII has issued the Pre‑Qualification Questionnaire (PQQ) to the market, marking the formal start of the competitive procurement process.
A Major Milestone for MetroLink
The launch of the PQQ represents a decisive transition for MetroLink, moving the programme from planning into full procurement and delivery. It follows an intensive period of market engagement and early contract mobilisation, including:
- Appointment of the Programme Delivery Partner (PDP), providing safety, project management and site supervision services
- Commencement of the M100 enabling works contracts
- Progression of the M400 heavy civil engineering contracts earlier this year
It is anticipated that the three highest‑ranked eligible applicants will be shortlisted following the PQQ stage and invited to submit detailed tenders.

Minister for Transport Darragh O’Brien welcomed the launch of the procurement process, describing it as a pivotal step forward for Ireland’s public transport ambitions.
“The launch of this procurement process for this contract represents a clear signal of our ambition to deliver world-class, sustainable transport infrastructure,” he said, adding: “This Government is committed to delivering MetroLink with quality, value for money and long-term public benefit at its core.”
National Transport Authority (NTA) CEO Anne Shaw emphasised the strategic importance of MetroLink within national and regional transport planning.
“I am very pleased to see this important project progressing, reflecting the strong and growing desire to progress this transformative project. MetroLink is a cornerstone of the Greater Dublin Area Transport Strategy (2022-2024) and a key component of the National Development Plan, strengthening connections across the wider Transport for Ireland network and enabling more sustainable travel for commuters, visitors and passengers. The project has the potential to support housing delivery, economic growth and reduced emissions, while addressing long standing congestion challenges. Through this procurement, we welcome ambitious and experienced partners to be part of a once in a generation transport project and to play a vital, long term role in designing, building, operating and maintaining a system that will reshape mobility across Dublin and beyond.”
TII CEO Lorcan O’Connor highlighted the structure and intent behind the PPP model.
“The contract has been carefully structured to allocate risk appropriately, encourage innovation, and ensure long-term operational excellence. We look forward to working closely with the market to bring this vital piece of national infrastructure to fruition,” he added.
Contract Scope and Value
The M500 PPP contract will include the design, supply, construction, financing, operation and maintenance of:
- Fully automated GoA4 metro rolling stock and signalling
- A railway depot, maintenance facility, park and ride facility and metro control centre
- All line‑wide trackwork, power, communications and overhead contact systems
- Mechanical and electrical systems, including tunnel and station ventilation and people‑movement systems
- Fit‑out and finishes for 16 stations, both above and below ground, alongside urban realm enhancements
- Operation and maintenance of all MetroLink assets
An Early Services Agreement is also proposed to allow the Preferred Tenderer to support delivery during the final stages of procurement.
Under EU procurement rules, the contract notice includes an estimated value of €7.3bn (excluding VAT), expressed in Net Present Value (NPV) terms, based on February 2026 assumptions. The actual contract value will be determined through the competitive tender process.
Procurement Timeline
The PPP contract is expected to run for approximately 32 years, comprising:
- Around seven years of construction
- 25 years of operational service delivery
