New figures released by TransPennine Express have revealed a remarkable transformation since the operator came under public ownership in May 2023.
The data shows a 75% reduction in cancellations, a 42% increase in customer journeys, and a 54% growth in revenue—a clear signal that public control is delivering results for passengers and the economy.
In the last financial year alone, TPE generated £1.4 billion in economic value, returning over £8 for every £1 of public subsidy. This marks a significant departure from the operator’s previous struggles under private management.
Managing Director of TPE, Chris Jackson, commented:
Public ownership gave us the space and stability to reset. Our focus has been on people, our passengers, our colleagues, and the communities we serve. Two years on, we’re proud to be delivering a better, more reliable railway for the North."
When the franchise was removed from its private operator, only 5% of stakeholders were satisfied with TPE’s performance. Chronic service disruption, a shortage of trained drivers, and a breakdown in trust had left the network under pressure.
Today, under public ownership:
- Stakeholder satisfaction has soared to 94%
- 20,000+ days of driver training have been delivered
- 63 new drivers have been recruited
- Enhanced First Class catering, accessibility upgrades, and new services have improved the passenger experience
The turnaround follows the launch of TPE’s “Making Journeys Better” improvement plan in October 2023, which focused on stabilising operations, re-engaging staff and passengers, and building a long-term vision for success.
Lord Hendy, Rail Minister, added:
"TransPennine Express's remarkable turnaround shows exactly why we're bringing our railways back into public ownership as part of our Plan for Change. These impressive results demonstrate what happens when we put passengers and communities first rather than private profit.
“This is the blueprint for Great British Railways: a reliable, accessible, and value-for-money railway that serves the public and drives economic growth not only across the North but the whole country."

TPE’s success is being hailed as a blueprint for the future of rail, showing how public ownership can restore performance, drive growth, and put people first.
