Record Rail Passenger Numbers Signal Lasting Shift in Travel Behaviour Across Great Britain

Great Britain’s railways have reached a historic milestone, with 1.83 billion passenger journeys recorded between April 2025 and March 2026, according to the Office of Rail and Road (ORR). This marks the highest annual total ever recorded, underlining the continued recovery—and transformation—of rail usage in the post-pandemic era.

The latest figures surpass the previous peak of 1.75 billion journeys recorded between April 2018 and March 2019, and represent a 6% increase on last year’s 1.73 billion journeys. For rail leaders and operators, the data not only reflects rising demand but also a structural shift in how passengers interact with the network.

Elizabeth Line Drives Record Growth

A major contributor to this growth has been the Elizabeth line, which continues to reshape travel patterns in and around London. Between April 2025 and March 2026 alone, the line accounted for 257.4 million journeys.

Since the opening of its central section in 2022, the Elizabeth line has become a backbone of urban mobility, with stations along the route now among the busiest in Great Britain. Its success highlights the importance of modern infrastructure investment in unlocking passenger demand.

Commuting Patterns Continue to Evolve

While passenger numbers are at an all-time high, commuting behaviour tells a different story. Season ticket journeys rose to 234 million, a 4% increase on the previous year, but remain significantly below pre-pandemic levels of 588 million.

This ongoing gap reflects the persistence of hybrid working patterns, which continue to reshape peak demand and revenue structures across the rail sector.

Meanwhile, off-peak travel is on the rise, climbing from 799 million to 844 million journeys, a 6% increase year-on-year. This trend underscores a growing preference for flexible travel, with passengers spreading journeys more evenly throughout the day.

Revenue Still Trails Pre-Pandemic Levels

Despite record-breaking usage, financial recovery has not kept pace. Total fare revenue reached £12.32 billion, still below the £13.39 billion recorded before the pandemic.

One factor influencing this is the increasing use of split ticketing, where passengers purchase multiple tickets for a single journey at a lower cost. While this improves affordability for passengers, it also affects how journeys—and revenues—are recorded.

Performance and Reliability Remain Critical

Industry leaders are clear that sustaining this growth will depend on operational excellence. Graham Richards, Director of Planning and Performance at the ORR, emphasised the need for continued focus:

“It’s great news that more people than ever are using the railway.”

“The Elizabeth line has been a massive boost to rail, but behind the record-breaking usage figures there is a significant shift to how and when we use the rail network. As more people are using the railway it's important to have a relentless focus in ensuring trains are punctual and reliable as possible.”

  • Demand is diversifying, with growth shifting towards off-peak and flexible travel

The challenge now is not just accommodating growth, but managing it effectively—ensuring the network remains resilient, efficient, and aligned with evolving passenger expectations.
