Stadler to Deliver FLIRT Trains to Montenegro in Landmark First for the Country

Stadler has secured a significant new contract to supply three four‑car electric FLIRT trainsets to Montenegro, marking the first time the manufacturer has delivered passenger trains to the country.

The agreement, signed with national passenger operator Željeznički prevoz Crne Gore (ŽPCG), represents a major milestone in Montenegro’s rail modernisation programme and underlines Stadler’s continued expansion across South‑East Europe.

Proven platform with cross‑border potential

The new trains will be based on Stadler’s well‑established FLIRT (Fast Light Innovative Regional Train) platform, which is already operating successfully across multiple European networks, including Serbia and Slovenia.

Importantly, the Montenegrin fleet will be largely identical to the FLIRT units already in service in Serbia, enabling — for the first time — the operation of modern electric multiple units on cross‑border passenger services between the two countries. For rail professionals, this alignment significantly reduces technical and operational barriers to international services.

The trains will be adapted specifically to the requirements of Montenegro’s rail network, while also featuring a distinctive exterior and interior design reflecting national colours and identity.

Raising standards for passengers and tourism

For ŽPCG, the procurement is about more than new rolling stock. It is a strategic investment aimed at improving passenger experience, reliability and the overall perception of rail travel.

The new Stadler trains will offer our passengers significantly more comfort, safety, and reliability, while also greatly increasing the attractiveness of rail travel for residents and tourists alike. This project is an important step on our journey toward a modern European railway," says Dragana Lukšić, CEO of Željeznički prevoz Crne Gore.

With Montenegro heavily reliant on tourism, the introduction of modern EMUs is expected to play a key role in encouraging modal shift and supporting sustainable travel across the country.

Backed by European finance

The project is being financially supported by the European Bank for Reconstruction and Development (EBRD), reinforcing the role of international institutions in accelerating rail investment and decarbonisation in the Western Balkans.

From Stadler’s perspective, the contract strengthens its footprint in the region and adds Montenegro as a new reference customer.

Beyond fleet renewal, the deal carries broader symbolic weight, positioning rail as a tool for regional connectivity and European integration.
