Unlocking the benefits of urban transport investment

Speaking at TransCityRail North 2025, Kerry Whalley and Fiona Tiley from Arup shared their insights on how this investment can not only transform transport systems but also deliver significant social, economic, and environmental benefits.

The discussion began with an exploration of the government’s ambitious plans, including tailored allocations for regions such as West Yorkshire and Manchester. Kerry highlighted that the goal is not merely to improve transport infrastructure but to ensure that the benefits of these investments are felt sooner and more effectively. The key, they argue, lies in adopting a 'greener, faster, cheaper' approach to project delivery.

One of the most compelling points raised in the conversation was the importance of learning from past infrastructure projects. Kerry went on to explain that a thorough analysis of 35 major transport schemes has revealed common pitfalls such as delays and cost overruns. By identifying these recurring issues, the industry can implement strategies that promote faster delivery without compromising on quality or sustainability.

Fiona added that successful project delivery requires a holistic approach, starting with clear objectives and effective sponsorship from the outset. Engaging stakeholders early in the process is crucial, as it fosters a sense of ownership and collaboration that can lead to smoother project execution. Both experts emphasised that a well-defined outcome is essential for guiding the project through its various stages, from planning to execution.

The conversation also touched upon the role of local authorities and the need for them to be equipped with the right skills and capabilities to manage these ambitious projects. With new combined authorities emerging, there is a pressing need for knowledge sharing and support from established infrastructure entities. This collaborative mindset is essential for navigating the complexities of infrastructure delivery in a politically charged environment.
