Major Four-Week Closure Planned for North Wales Coast Line as Network Rail Unveils Upgrade Programme

Network Rail has outlined plans for a significant programme of infrastructure investment on the North Wales Coast line, with extensive engineering work proposed between Chester and Holyhead in January 2027.

The scheme, part of the broader Network North Wales investment initiative, is designed to enhance rail reliability, increase capacity and improve accessibility, while supporting rising demand for sustainable transport across the region.

Continuous Closure to Enable Faster Delivery

Under current proposals, the line will close continuously for up to four weeks in January 2027. Network Rail says this approach will allow engineers to deliver a comprehensive package of upgrades more safely and efficiently than traditional phased possessions.

The planned works include:

  • Track renewals to improve ride quality and reliability
  • Drainage enhancements to reduce weather-related disruption
  • Vegetation management
  • Installation of two fully accessible footbridges at Prestatyn and Pensarn

The new footbridges are expected to provide safer and more inclusive routes across the railway for local communities, aligning with wider accessibility goals across the UK rail network.

Building on Timetable Enhancements

The investment programme follows the introduction of the new North Wales timetable in May 2026, which delivered a 50% increase in Transport for Wales services—marking a generational shift in regional connectivity.

Together with new rolling stock and bus integration initiatives, the works form part of a wider strategy to create a more cohesive and resilient transport network across North Wales.

Why January?

Network Rail has identified January as the least disruptive period for such a major intervention, citing reduced tourism activity and seasonal closures of local attractions and holiday parks.

By adopting a continuous closure model, the organisation aims to:

  • Shorten the overall programme duration
  • Reduce long-term disruption compared to repeated weekend/overnight works
  • Lower delivery costs
  • Maximise the scope of improvements delivered in a single possession

Rail replacement services will operate throughout the closure, with detailed travel advice to be issued ahead of the works.

Once complete, the programme is expected to:

  • Improve operational reliability and punctuality
  • Increase network resilience against extreme weather
  • Enhance accessibility for passengers
  • Support economic growth and tourism in North Wales

The upgrades will also ensure the infrastructure can support increased service frequencies introduced in 2026 and accommodate future demand growth.

Network Rail has already begun engaging with communities through public drop-in events, particularly focused on the new footbridge installations.

The organisation is working closely with a wide range of stakeholders including:

  • Transport for Wales
  • Avanti West Coast
  • Freight operators
  • Local authorities and political representatives
  • Businesses and community groups

It will help improve reliability, resilience and accessibility, support the enhanced services introduced this year and create a stronger railway that can support economic growth, tourism and better connectivity across North Wales for decades to come.
