DfT launches consultation into role of ORR
The Department for Transport (DfT) has launched a consultation into the “effectiveness of the current regulatory regime” for the railways, which has come under recent scrutiny.
The call for evidence, which is inviting views from all interested parties, is part of the government’s response to the Bowe and Hendy reviews, which were critical of the ORR’s current roles and responsibilities.
Respondents have until Friday 15 January 2016 to submit responses to questions on whether the regime remains valid after Network Rail’s reclassification, are the ORR’s present statutory duties appropriate, and how might improvements be made with regards to governance.
The project, which is being led by the DfT, will make recommendations for enhancing the effectiveness of the rail regulatory regime, with specific reference to the role of the ORR.
Expected to conclude in March 2016, the project will pay particular attention to the arrangements for securing value for money from investment in the railway from taxpayers; the importance of an environment that “supports private sector investment and involvement” in the rail sector; and the changed context for investment in the railway following the reclassification of Network Rail to the public sector.
