The rail franchise model ‘is bust’ says former Network Rail chief

Former Network Rail chief, John Armitt, has said to the BBC that rail operators have taken a "very significant revenue risk" which has "got them into trouble."
This is because the government “will always go for the most optimistic forecast of revenue."
His comments came as the National infrastructure Commission (NIC), which he chairs, issued a report into the UK infrastructure requirements.
The report included advice to the government on how best to meet the country’s long-term infrastructure means.
Armitt became chief executive of Network Rail from 2002 till 2007. He had been previously appointed CBE in 1997 for services to the rail industry.
